Matter of privacy

The waste pass has recently been the subject of much commotion. A judge ruled that such a pass could lead to an invasion of privacy, after which the underground containers in Arnhem became freely accessible. A precedent, now what?

Together, as municipalities, collectors and suppliers, we rigged an efficient system that recorded every deposit. That worked fine, until a resident of Arnhem argued that you then throw away your privacy as well. To everyone’s surprise, the Personal Data Authority saw it that way. A line went through collection linked to personal data. A waste card is allowed, but under strict conditions. For example, municipalities must make clear exactly what they do with the personal data. Also, this registration must have a relevant purpose, such as billing per deposit.

Incognito module

During the NVRD congress with the theme “privacy,” the Arnhem alderman, the lawyer involved and Quirijn van Loon of VConsyst, among others, talked about possible solutions. The Stosag ict working group adjusts the standards, the suppliers their equipment. Municipalities will more clearly define the purposes of personal records and all data already obtained will be made anonymous. New data will remain anonymous anyway. In anticipation of this, VConsyst has developed and rolled out the Incognito module. And although the waste containers in Arnhem can therefore be locked again, they will remain open for a while yet.
